We were walking by 45-02 23rd Street last week when we saw that construction had started in the retail spot on the ground floor. The Department of Buildings approved a permit on June 9 for “PROPOSED INTERIOR RENOVATION OF EXISTING STORE AS PER PLANS.”1 It is filed related to a permit that was previously approved in 2006.2
